The first legislative week of 2016 started with the State of the State address by Governor Butch Otter on Monday.   With the many budget requests for spending, especially for k-12 and higher education, there was no mention of any tax relief.   I still hope for a tax decrease or a grocery tax credit to help the people of Idaho, especially in our rural district which suffers greatly from a lack of opportunity to use our resources.
The governor’s emphasis on education was extremely important, however, spending money is not the answer to every issue.  Education needs to be looked as forming students to fulfill their humanity to be able to make correct moral judgments and decisions, not just an object for a career job.   Teachers are the main key to their formation.
On Tuesday, all legislators were required to attend a lengthy workshop on civil discourse. The workshop could have been considered a course on charity and how to be civil to every human being, treating each other with dignity.  Every one of us has an intellect, a soul, and a heart made in God’s image – no matter who you are.  Legislators encouraged Leadership to provide time for the House and Senate members to become better acquainted.
Many of the Legislative committees started this week with rules reviews.   Rules are what the executive agencies make to implement the laws we passed last year.   They have the force of law after passed.   They say that the devil is in the details.  Anyone who can help review rules for me would be appreciated.   Just let me know. I serve on the following Senate committees: Health & Welfare (Vice-chair), Joint Finance-Appropriations (JFAC), and Resources & Environment.
