H582, the Multiple Use Sustained Yield Act, sets up the framework that public lands would be managed for multiple uses, including timber harvest, mining, grazing, recreation, and other compatible uses, if Idaho is able to take over management of the federally administered lands at some point in the future. It would not require the state to maximize revenues as we do on state endowment lands so that the land can be used for recreation. It also protects any currently existing property rights which exist on federally administered lands such as grazing preference rights and mineral rights, which are already recognized in Idaho Code. This bill does not make any request or demand for the federal government to turn over management of the lands to the state.   I am a cosponsor of this bill.  Please make your voice heard on this bill.
S1293, the Parental rights bill, affirms parental rights in education by defining what reasonable accommodation is and how it can be offered to parents and guardians by the schools. It also out lines how schools shall facilitate parental involvement in the education of their children and provides that parents may withdraw their children from an activity or class based on that it harms the child or impairs parents’ firmly held beliefs, values or principles.   This bill helps bring the parents into the process and requires the schools to create plans so that parents are informed.   An annual notice of parental rights must be distributed to parents and guardians.  This is excellent legislation for parents and schools.   It passed in the Senate and will be voted on in the House.
H 431, the homestead Exemption bill limits the maximum value of the exemption at $100,000 or 50% of the assessed value of the home, whichever is less.  Most homeowners were fooled into thinking that their taxes would go down when home values were declining, but it did the opposite of what it was intended.  I voted for this bill which will now go to the Governor.
H463, Minimum Wage bill, ensures that all counties and cities within the state abide by the minimum wage set by the state, and prohibits them from establishing higher rates than the federal minimum wage.  I voted for this bill which now goes to the governor.
H 504, public Defense reform, is the product of the Public Defense Reform Interim Committee, which studied the issue of public defense for three years. The purpose of the bill is to improve the quality of trial-level indigent defense services by providing funding to counties and creating standards with which counties must comply. The Joint Finance & Appropriations Committee on Thursday approved funding in the amount of over five million dollars to provide grants to counties to offset the cost of compliance with these new indigent defense standards.
