City Council meets
The Cottonwood City Council met Monday December 10. They approved a cost share commitment letter on the upcoming downtown storm drainage project. Jack Duman informed the council that a way to tie in the storm drainage from Broadway and Idaho Streets has also been added to the adopted alternative. A lease agreement for airport hangar #8 to Matt Mosman of C.J. Air was approved by a 3-1 vote. Councilor Don Munkers expressed some concerns about the city’s wellhead protection and voted no while the rest of the council were comfortable with the preventative measures Mosman says he has to use to be in compliance with the state Division of Environmental Quality. The Council also approved surplusing a 2000 John Deere Tractor, a 1987 IHC Dump Truck and a 1985 MAKO Air Compressor. The Council then approved the sale of the tractor and dump truck to Idaho County for $7,000 and $10,000 respectively. Fire Commissioner Linda Nida said the company providing the new air compressor for the Fire Department has a lead on a buyer for the current one at $5,000. A request by Phil Reed of the North Heights Trailer Court for water/sewer connection exemptions for 4 spaces in the court was tabled to make sure they understand exactly what Reed wants and that he is aware of the cost to reconnect if a total disconnect is what he is wanting. A request by Hilda Nuttman for a water disconnect was approved. The Council approved the purchase of sewer equipment. They will be getting a pipe bursting machine for $48,000 and some supplies for an additional $4,400. They tested a similar machine recently and feel it saves a lot of excavating to replace sewer pipe. The equipment splits current pipe then new pipe is inserted in the same channel without having to dig it up to replace it. The Council also decided to share costs with the West Camas Transportation Group on a 5-way split on a Chip Spreader. As in sealcoating chips. Total costs is just over $127,000 so the city’s cost comes to just over $25,000. Duman said this way the city and highway districts have a lot more flexibility in scheduling sealcoating by having their own machine. Funds for the city’s portion of the purchase will come out of the truck and seal coating reserve funds. The Verizon tower lease was discussed. The Council decided to offer 4 additional 5-year renewals instead of 8 to Verizon as negotiations continue. The Council also approved the meeting dates for 2019. Meetings will be the second Monday of each month except for October and November when the meetings will be the following Tuesday evening. Meeting time is set at 7 p.m. In reports Pat Holthaus reported the city had just a 3% water loss over the past two months on 4.6 million gallons of water pumped. Don Munkers reported the city had a demo on a new camera. He also attended the broadband needs meeting last Wednesday. Duman said he had a similar presentation at the CEDA meeting he attended. One of the main problems we have in the area is a disconnect on fiberoptic lines between White Bird and Riggins due to different phone company services. There was nothing to report on either streets or the airport. Nida reported the library had a concern about moisture on one of the walls. In her fire department report Nida noted they had 1 fire call this past month for a chimney fire.
