Cottonwood City Council meets
The Cottonwood City Council held their December meeting Monday, Dec. 9.
Amy Uptmor of JUB Engineers was in attendance and answered some questions the Council had about the NRCS grant they are looking at to fund the stormwater system upgrade.
She also talked about the Division of Environmental Quality (DEQ) Planning Grant or Construction Loan program.
The NRCS grant submittal date has been pushed back to February which gives the city some time to beef up their grant application. The DEQ program needs to be submitted by January.
Later in the meeting the council voted to submit a letter of interest to the DEQ for that program, which is the first step in the process. This would also commit $1500.
There were no bids received on the surplus property that was advertised.
The meeting dates for 2020 were approved. They are printed below.
The results of the Nov. 5 election were approved. Linda Nida and Ben Schumacher were elected to 4-year terms and Don Munkers was elected to a 2-year term.
The council discussed a proposal from Verizon to switch their phone system over to One Talk, an internet based system. The monthly cost of the system is a little more than half what CenturyLink charges. They could keep the same phone numbers. City Clerk Carol Altman said it would also give her the ability to transfer a caller to the police chief or the shop if that’s who the caller needs to contact. Initial cost of the phones needed would be $367, then $169 per month. Currently they are paying $327 per month. It was suggested they contact the Courthouse to ask about their internet based phone system. 
A beverage license transfer was on the agenda but was tabled as not all of the paperwork needed has been submitted.
In reports Terry Cochran reported they had 30 participants plus several role players for the disaster drill he had set up at the high school. He felt it went very well.
In the water report they actually showed more water sold than pumped which is likely due to the changeover of their new meter reading system which still has some bugs to work out. Pat Holthaus reported the water tests all came back good.
Roy Uhlenkott reported they have the GIS mapping done and it is now all computerized and set up so the maintenance crew can access the maps with their smartphones. This system lets them know just where all the lines and service connections are located in the city and is updated every time a change is made.
There was nothing to report from streets, land & buildings and the airport. The Fire Department had no calls during the month.
The meeting adjourned at 8 p.m. The next regular meeting will be Monday, January 12 at 7 p.m. when the newly elected council members will be sworn in.
