The Cottonwood City Council held a special meeting on Tuesday, May 19 after not having a quorum for their regular meeting on May 11. Much of the meeting time was taken up by Amy Uptmor of JUB Engineers going over the Wastewater Reuse Phase II Project Bid Acceptance. She went over some of the options the city has in proceeding. They received 10 bids for the project with a range from $13.2 million to $18.0 million. The lowest bid was $1.4 million below the next 3 bids, which were all within $100,000 of each other. They have 60 days to award the bid and decided to table to the next meeting to see how things go with the DEQ and get some additional information on the bids. Another issue that came up is that during repainting of the water tank it was discovered that there were structural issues with the tank. Pat McWilliams quoted about $38,000 to fix the issue. The question is whether to have the paint crew go on hold while repairs are made. Uptmor said she recommends do the repair now and then the repairs can be painted along with the rest of the tank. In the rest of the water report, Debbie O’Neill reported they pumped 1,996,700 gallons and sold 1,608,230 for a 15.3% loss. A leak was repaired on Hogan St. Mac Hankins reported that the parts to fix well #5 should be here by Friday, May 22. In the police report it was reported the received one application for police chief. Currently Mayor Keith Holcomb said he has been discussing coverage with Sheriff Doug Ulmer. They would be looking at $60/hour for about $45,000 for a year to get officer coverage. In the sewer report, Brett Miller reported a sewer line was fixed on Smith St. Another line is to be fixed as well. The pivots are close to being done at the treatment site. John Watson of JUB Engineers reported the filter is to be shipped soon. Kristie Holthaus reported the city rented a sweeper to get the street sweeping done. They also started crack sealing. Uptmor said the NRCS project is to public comment stage. A public meeting is set for June 17. In Land and Buildings, Linda Nida said they did not get the grant for T-Ball equipment. The picnic table sunshades were put up 3 weeks ago. A question came up about the splash pad. With well #5 still not online and only one of the two water tanks available it was decided to wait with starting the splash pad. There was nothing to report from the airport. Nida said the fire department had 2 calls, a wild land fire on April 17 and a 1 vehicle rollover on May 7 for which they provided traffic control. Miller reported they had Ferdinand send over 19 guys to a training. In action items the council voted to approve solution #1 of the proposed library lease changes. Sweeper repairs were discussed. Hankins reported it would have a lot longer life if used only as a sweeper. Using it as both vacuum and sweeper puts a lot of stress on it. It was suggested to look at getting a vacuum truck. The council voted to approved the sweeper repairs. An alcohol beverage license catering permit for Keuterville Pub LLC for the VFW beer garden during the fair was approved. A pay estimate for Knife River was approved. Candice McHugh appeared with a proposal for a 4-H fundraiser. They are planning to sell painted rocks with a theme of the 250th anniversary of the United States. They are looking to put those rocks at the Centennial Garden. They would look at selling these at community activities as well as at the fair. In correspondence Josh Lustig sent a letter with concern about activities at the park. It was pointed out that citizens can call the sheriff’s office with concerns. Cottonwood Youth Sports had a request to plumb a water line for the southern Wimer Field to water the infield. They were looking at a 1” line. Pat Enneking said it would be best to set up a coupler. The meeting adjourned at 9:43 pm. The next regular meeting would be Monday June 8 at 7 p.m. |
