Council votes to proceed with hydrology study
In a special meeting Monday, July 2, the Cottonwood City Council voted to proceed with procurement of an engineer to do a hydrology study.
Council member Jack Duman said they were working on best guess for the FEMA grant application that they were unable to get. He said they were told that the grantors liked the project but wanted to see some real numbers. A hydrology study would provide those numbers. Such a study would also not be limited to downtown but include the area up King Street to the city park and beyond which saw flooding during a storm on May 24.
Cost of the study had been estimated at somewhere between $20,000 and $50,000. 
Once done this study should be able to tell them exactly how big of a culvert they are going to need for the proposed Main Street project as well as along King Street.
Duman said he was told by the engineer he had been talking to that FEMA has more money available for grants than ever at this time but the grant window is July to September.
If the city is unable to get grant money they may have to go for a bond which could necessitate setting up a stormwater taxing district to pay off such a bond.
In a related matter, the council voted to commit funds to the hydrology and feasibility study to help get a possible grant through CEDA that would help pay for the study.
In another matter on the agenda the council discussed a survey of an alleyway in block 11 of the Aichlmayr addition due to some people blocking said alleyway and putting up fences in the alleyway. They will discuss this matter further with the city attorney and bring it up again at the regular council meeting next Monday, July 9.
